Add monitoring and alarms to terraform configuration

Currently, all Tarmo monitoring has been set up with trial-and-error clicking of various AWS resources.

Add CloudWatch alarms, synthetics canaries and SNS topics and subscriptions as terraform resources, so they are easy to edit and use for new Tarmo installations.
