EPSG code is unknown

Describe the bug
When running "create constant raster manually" I get the error

CRSError: The EPSG code is unknown. PROJ: proj_create_from_database:
C:\PROGRA1\QGIS331.1\share\proj\proj.db contains
DATABASE.LAYOUT.VERSION.MINOR = 3 whereas a number >= 4 is expected. It comes
from another PROJ installation.
EIS Toolkit algorithm execution failed with error: None

To Reproduce
Steps to reproduce the behavior:

1. Processing Toolbox => Create constant raster manually
2. Choose Target CRS EPSG: 32630 (Ghana) or 3067 (Finnland)

Additional context
The same error occurs also with other tools from Processing Toolbox - EIS.
