Delete, Recreate, and Verify catalog apps on dev space

This is part of full recovery test on dev space. We want to delete the following apps and then restore the apps to fully functioning state.

• datagov-catalog
• datagov-catalog-proxy

This is part of full recovery test on dev space. We want to delete the following apps and then restore the apps to fully functioning state.

• Document resources (services, routes, network policies) that backup-manager app is using
• Delete the services that is only used by this app (make sure DB backup will be available).
• Delete the app
• Start to timing the process to restore the app.
• Document the steps to rebuild deleted services (restore from backup if applicable)
• Document the steps to recreate the app
• Document the steps to bind services and create network policies
• Document the steps to verify the app is fully functioning

The database is also utilized/shared with harvester, #5928 . We should consider running these at the same time, or consider what how to handle the catalog if the DB is out of commision.

No need to restore OpenSearch from backup. We can create a new one.
