Update version of CRTM to facilitate GSI vs JEDI comparisons

The present version of GEOS-GSI - v5.44 (developing version at the time of this writing) - still relies on Version 2.4 of CRTM.

Although JEDI support the link to CRTM 2.4, the CRTM group and JEDI, no longer support change and updates to this version of CRTM.

This issue points to the need for the analysis group at GMAO to update to CRTM v3.
