[Feature] Refactoring on how consumables works

Currently consumables works as intended but rework is needed to support consume on when item is 0, etc. This issue will be a parent issue.

The chance of a good clean solution existing is very low with the way Foundry works. The best I can think of is putting a copy of the consumable embedded in the chat message itself when its the final one, and creating a clone of the actor with the item inside when retrieving the actor from the message so that buttons on the chat message use the clone instead. This is likely to be very fragile, and I don't know how it'll interact with active effects.

The issue should remain open, but anyone reading this should know that this is unlikely to get solved anytime soon. If a good solution of auto-destroy at 0 that allows item automation to work exists somewhere though, we should copy it.
