EW19-2012-CU_EAKFC_SEIRS.csv missing probabilistic forecasts

In a validation pass through, we found that the file EW19-2012-CU_EAKFC_SEIRS.csv has a complete file for everything but Region 4. In Region 4, it is missing probabilistic forecast data for all targets except for 1-week-ahead. Also, point forecasts are all NAs. This is a set of continuous rows from the filename.

This happened a couple times, possibly a complication of NA onset? I subbed in the previous week's forecast for Region 4, as I did in a couple other instances for the training files.
