MSVC workflow failures #2

Hi!
To get rid of the current MSVC workflow failures you have to change from windows-latest to windows-server2019. Because windows-latest uses now Windows Server 2022 with a different kind of software environment! By the way, how about supporting ARM processors? https://github.blog/changelog/2022-09-28-github-actions-self-hosted-runners-now-support-windows-arm-hardware/.
