Make "Hoe harvests crops" and "XP crops" apply to any plant placed by a seed on farmland

In vanilla minecraft, torchflowers grown through placing torchflower seeds on farmland won't get harvested by "Hoe harvests crops". This also applies to modded plants that have seed items like dawntrail seeds or cyan rose seeds from Trailier Trails.

This also applies to "XP crops".

I get the appeal to only harvest actual crops with hoes and not flowers but to make the option apply to the above mentioned as well would be a nice quality of life option.

Change the options "Hoe harvests crops" and "XP crops" to work with any vanilla and modded flower/crop planted by a seed on farmland. Perhaps add an option besides ALL, HOE_ONLY, HAND_ONLY and DISABLE.

Torch flower grows from torch flower seed, then it fully grows, it changes into a different block type which very hard to implement unlike natural crops (it's the same block you got from it and place it down).
So it intended to not work on pitch flower or torch flower. But maybe in the future I will figure how to make it work.
