Personally I'd create a subfolder inside config/www, and place it inside that. You need to select a location, which are resolvable, as floorplan.js needs to be download from your browser, every time you open up the dashboards. The ressource path needs to be added to <haip:haport>/config/lovelace/resources.

Note that files saved in the config/www folder, will be resolved like: <haip:haport>/local/<filename>, after you have restarted Home Assistant. This is only needed the first time you create the www at the top level of your config folder.
