Handle ESI rate limits #316
Description
Ensure EVE Buddy can handle the new ESI rate limits properly.
CCP has informed us that their pre-rollout measurements has shown potential issues:
For char-social and corp-wallet we do see that you sometimes hit the rate limit.
For char-social, this mostly seems to be details of a mail that is triggering it. Not often. Just sometimes.
For corp-wallet, this is on all routes in that group. Also rarely, but sometimes.
Those issues should ideally be addressed before the related rate limits are going live.
