Add default config for PyCharm projects

It would be nice to provide a file that describes common / useful defaults for EnMAP-Box PyCharm projects.

These may include the defaults for:

• Tools > Python Integrated tools > Testin
  • Default test runner =Unittests
  • Docstrings format = Plain (or better RST?)
• Build, Execution, Deplyoment > Console > General Settings
  • disable IPython
• Copyright defaults / default
  • template for the standard licence term https://enmap-box.readthedocs.io/en/latest/general/contribute.html#applying-license-terms
• configuration templates to run python code
