PURL spec for OpenVSX

I've opened a PR to add a Package Url (PURL) spec for Open-VSX extensions.
This is a community maintained specification which standardised how code can be referenced

I'd love input from the open-vsx team to make sure I've not missed anything, and you're happy with my design
