WFCatalog-Collector delete mechanism should NOT check if respective mseed file is in the archive

Concerning the WFCatalog-Collector ``delete" mechanism, in order to delete meta-data, the program checks if the respective daily mseed file exists in the archive. WFCatalog-Collector should be able to delete meta-data WITHOUT the specific check.
