Create New Repo or Fix the Existing One?

We're planning to rebuild our org's website.
We're aiming for a complete redesign of the frontend as well as an implementation of a complete backend with dashboard and other necessary stuff. How should we do, a fresh new start, or work on the existing repo as it has many things done already?
