Error: exceeded maximum number of attempts, 3, https response error StatusCode: 400, RequestID: 97cc4029-4c82-4503-b5f1-70e83b965f9d, LimitExceededException: Rate exceeded

Most likely cause is hitting the StartLiveTail limit per account/region:

We currently do up to 4 simultaneous live tails, one for each log group:

1. CD task
2. service logs stream(s)
3. build logs stream(s)
4. ecs event stream(s)

We could possibly combine some, to cut down the number of tails. Or we could implement exponential back off on simultaneous deployments.
