Onboarding existing projects to stacks #1681
Description
If you do an interactive deployment and no stacks have been created, we should onboard the project to stacks.
Before the deployment, we should automatically create a stack. We should give the user the option to name it. The default name should probably be ${provider}-${region}, and we should add the DEFANG_SUFFIX=beta variable to the stack file to ensure that we don't rename any existing resources.
