Finish metadata migration from `meta-dts`

Currently a lot of hardware and firmware metadata is hardcoded into DTS. But we have started migrating it to dts-configs.

• Add configs for PCE, Hardkernel and NV4xPZ dts-configs#1
• Use dts_config repo dts-scripts#84
