Template: OpenTofu to deploy GKE cluster (GCP)

It doesn't exist yet and it would a great addition to the project.

Expected behavior

Develop an OpenTofu template that automates the deployment of GKE clusters on GCP. This template should:

• Simplify the process of creating and configuring GKE clusters.
• Include customizable parameters for different deployment scenarios.
• Ensure consistent and error-free deployments with minimal manual intervention.
• Will incorporate best security practices.
