Describe the bug

As described in the official announcement, the new Trusted Publishing feature greatly enhances package publishing security on NuGet.org.

Steps to reproduce

.github/workflows/build.yml is not using Nuget Trusted Publishing OIDC.

Expected behavior

.github/workflows/build.yml using OIDC by logging in before push to nuget.
