Add ability to create new pages in CivicSignal web tools

There are links in the CivicSignal web tools e.g. in Explorer (Writing Media Cloud Queries Guide) that are pointing to pages that don't exist in MediaCloud. We need the ability to create custom pages in the CivicSignal application and modify the application links to point to these pages.
