Look into soil increment addition code that we need to maintain

the current global_worflow uses the UFS_UTILS code to:

1. add increments to restarts in non-IAU mode.
2. add increments to the Gaussian output.

we need to find out if we need to retain some of this functionality, without relying on GDASApp.

If the products are using the data I would think we need to keep that in the gw. Jessica or Cathy would have a better idea on what products we are planning on keeping for v17 and beyond. Chris Hill or Wen Meng is our contact from VPPPGB that we have been working with on product related issues too
