Cannot get my Xbox Elite Series 2 controller to work

I just cannot get my Xbox Elite Series 2 controller to work over Bluetooth. The OS sees the controller, connects, says it is connected, but the controller does nothing.

The Official dongle works. We recently purchased an Xbox Elite Series 2 so I can add a driver into InputPlumber for bluetooth mode, expect that to work in the next major version released.

Just bought this exact dongle and it fails to connect to my xbox controller, see #1020

That looks like it could be a knock off and not the official one.

Possibly, hard to tell when it comes from AliExpress but it seemed to have worked for someone else (and it does work smoothly in Windows 10).
