BRD packets are not handled

BRD packets are used for controlled broadcast, and described in Section 4.5 in the Chaosnet report (https://chaosnet.net/amber.html#Broadcast). It turns out very useful for (in particular) "simple" protocols (RFC/ANS-style).

I attach a patch to make BSD handle received BRD packets in a standard way.
