_restr_distance_min.F is potentially missing an enumeration range

In the DDL1 version of the dictionary this data item was assigned the 0: enumeration range thus restricting it to positive values only.

From the definition (actually that given for _restr_distance_min.A):

      The weight associated with the difference between the
      refined distance D and the prescribed minimum distance
      (B or F) is given by the expression

so *.B and *.F should be treated equivalently, which confirms your expectation that it should have and enumeration range 0:

I'll prepare a PR to change that, but reading the definition closely gives rise to other issues which I will raise separately.
