Work done by @Brad-A-M during 2024 GSoC Season

This is an import from the branch gsoc2024-triangle_mesh_sampling-bmccoy @ 8db7ae8
The PR is not directly opened with the original branch as I have to get rid of all the geodesic part that depends on another branch (BSURF)

TODO:

  • find a replacement for the annulus sampling as straightest_walk is not yet available
  • test all is running correctly
  • clean-up
  • rebase after integration of Get the last picked item #9066
  • small feature
  • 3D version should be straightforward when used with Side_of_triangle_mesh
