Create Bayesian Parameter inference support

MCMC parameter estimation support + some changes needed in parameter scoping for this to work properly (have working, just need to clean up into a user friendly form)

We use the affine invariant ensemble method of Goodman and Weare (2010). In particular, there is a particularly good implementation of it found at https://github.com/grinsted/gwmcmc that we are using.
