This issue appears Steam-specific and may be a result of bugs in Origin's lite mode.
Steps for replication:
-Run MSI Afterburner/RTSS and ensure the overlay is enabled.
-Launch the game with WindowMode set to 0 in config.ini.
-If the game doesn't hang, you may need to launch the game with WindowMode set to 1 or 2, then again with it set to 0.
I've not yet experienced the issue in windowed or borderless mode, but that doesn't necessarily mean it's exclusive to fullscreen. I've replicated it on two machines so far, while various Steam users report the same issue.
