XML Parsing refactoring

• there was a lot wrong.
• function parameters would not place slice:decl properly (would place on every decl on the line)
• Most of the time, every expr on a line would get a slice:use/slice:def, which is actually Not Good. (crazy!)
• Need to fix the structure of the application
