How to cite

ReadMe ought to include a "if you used this, please consider citing...". That might just be a fake bib structure with a GitHub link + Eli's pyro paper, for example. But would be nice and useful. I am writing a grant proposal and want to cite ChiRho. 

Longer-term...consider submitting to JOSS (just 2 pages can suffice!).
