[azpysdk] add chronus capabilities to azpysdk

we have a chronus config in our repo now and it applies to packages with a pyproject.toml, given that it would be really cool if we could sync this with azpysdk and make chronus capabilities work like

azpysdk changelog add (add a chronus entry on a pr chronus add)
azpysdk changlog create (chronus changelog)
azpysdk changelog verify (chronus verify)

and then one day as automatic changelog creation grows more mature we could

azpysdk changelog auto-create (ai assisted changelog using breaking changes etc.etc)
