Identify and add Known Answer Tests (KATs) for various algorithms

A small set of KATs was added during development of the AES CBC and GCM tests, but these were found to be inadequate for certification purposes. Instead, we decided to remove them and defer writing a proper, full set of KAT tests. This exhaustive test case list needs to come from NIST or other official sources.
