A node that translates the vision AI output to the strategy AI input.

Tensor Format:

  1. Blocks on the ground (1st layer loaders)
  2. Robot Position (2nd layer loaders)
  3. Low center goal blocks (3rd layer loaders)
  4. 4th layer loaders
  5. Top center goal + long goals (5th layer loaders)
  6. top of the loaders
  7. blocks our robot has
  8. time that is left (1300 seconds)

Need to use NumPy array. Should be able to use a ros2_numpy converter.
