Tensor Format:
- Blocks on the ground (1st layer loaders)
- Robot Position (2nd layer loaders)
- Low center goal blocks (3rd layer loaders)
- 4th layer loaders
- Top center goal + long goals (5th layer loaders)
- top of the loaders
- blocks our robot has
- time that is left (1300 seconds)
Need to use NumPy array. Should be able to use a ros2_numpy converter.
