Adapt firebase config to isolate location

It should be possible to copy the firebase config to the isolate directory, to allow the original firebase-tools to deploy the result without the need to fork it.

Perhaps I'm misunderstanding your suggestion, but can't you just point the source directories in firebase.json to the isolate output?

@jakes-space Then you loose the ability to run the emulators with live code updates. Or you would have to rerun the isolate process on every code change. Not great dev experience
